Never really occurred to me as a kid when I watched in on TV in glorious black and white, but the whole thing is a rip off of Sergeant Bilko even down to some of the voice actors, Benny in particular being Doberman and officer Dibble TC's arch nemesis is akin to the Colonel v Bilko situation. Still I always loved it and I like the sketch.

yeah very bilko like but a cartoon with cats...i like both actually!
but t.c wins out as a lasting cartoon story
