Vectorscope upper limit = 1.10 Volt ?

Reads like you are switching back and forth between a vectorscope and a waveform monitor, and attributing things seen only on the waveform monitor to the vectorscope. You should set the colors from the SMPTE type bars in the boxes on the vectorscope. Yes, these properly set will exceed 100 IRE on a waveform monitor seeing Y/C, but not above 110 IRE. If you are seeing more, then I can only think that you are stretching 75% bars to the boxes on a 100% vectorscope. Be sure that you use the vectorscope for the type bars that you are inputting.

Are you sure that you don't mean a hardware waveform monitor? I have actually never seen one of those that does this. I suppose there might be some that change the scale for only looking at the luminance portion, but don't know of such.

There are some waveform monitors where you need to set up the display. In that case you might see clipping at what appears to be at 100, because your setup is wrong.

If it is appropriate to interpret these questions as asking if there are errors in the VT waveform or vectorscope monitors, I can assure you that there is not. The only thing that I am used to seeing differently on hardware vectorscopes besides the "I" and "Y" lines being labeled, is that there is no box for color burst on the VT. that difference is because there is no burst signal in digital video which these VT scopes are reading.
