    Why do I get "Custom operation failed" when I click on the Rest On Ground button in Modeler?

Although the button under the "Modify" tab is not functional in LightWave 7.5c, you should be able to access the plugin by selecting it from the list displayed by clicking on the "Additional" at the bottom under the "Construct" tab.
